Under Houston Code Chapter 43 and the adopted International Swimming Pool and Spa Code, hot tubs and spas are subject to barrier requirements unless equipped with a powered safety cover that complies with ASTM F1346. A barrier is defined as a permanent fence, wall, building wall, or combination that completely surrounds the spa and obstructs access. For spas without a compliant powered cover, full barrier requirements apply: 48-inch minimum height, self-closing/self-latching gates, and maximum 4-inch gaps. A building permit may be required for hot tub installations involving electrical work, gas connections, or structural modifications. The Houston Permitting Center handles residential pool and spa permits.
Non-compliant installations may fail inspection, requiring corrections before approval. Electrical work without a permit is a separate violation.
