Denver requires building permits for above-ground pools, not just in-ground pools. Above-ground pools must comply with the same barrier requirements as in-ground pools (60-inch minimum fence height on exterior). Mesh fencing used for above-ground pools must maintain a maximum 4-inch vertical clearance from grade, must not allow a 4-inch sphere to pass under, and must not be installed on top of the pool wall. The inside of mesh fencing must be at least 48 inches from the water's edge. Above-ground pools must also meet electrical bonding requirements. Temporary inflatable pools may have different thresholds but large ones still require barriers.
