Michigan's statewide Residential Code Appendix G applies to inground, aboveground, and on-ground pools alike. Any pool capable of holding water deeper than 24 inches needs a 48-inch barrier meeting AG105.2. For an above-ground pool, the pool wall itself can serve as the barrier if it is at least 48 inches high; where access is by a ladder or steps, the means of access must be removable, lockable, or surrounded by its own barrier. Installing without the local building permit or leaving a ladder in place unsecured are code violations that fail inspection and can draw stop-work orders.
