Above-ground pools in Stark County still need a code-compliant barrier under the Residential Code of Ohio. If the pool wall serves as the barrier, the ladder or steps must be removable, lockable, or secured to block access when the pool is unattended.
Ohio treats an above-ground pool the same as any residential pool for barrier purposes. If the pool structure's wall is at least 48 inches high, it can act as the required barrier, but the access point (ladder or steps) becomes the weak spot. The Residential Code of Ohio therefore requires that ladder or steps be capable of being secured, locked, or removed, or that they be surrounded by their own compliant barrier. Where the ladder is removed, any gap the ladder covered must still block a 4-inch sphere. A building permit is generally required for larger above-ground pools; check with your city or township building department.
Local building officials can deny approval or issue correction orders where the ladder or steps are not secured; an accessible above-ground pool can be cited as an attractive nuisance.
