In the City of Lorain, an above-ground pool must be fenced like an in-ground pool or have a side wall/fence at least six feet high with a tilt-up lockable or removable ladder. State barrier rules also apply.
Lorain Zoning Code Section 10.29(D) treats above-ground pools specially: they must either be fenced the same as in-ground pools (4-6 feet, lockable gate) or have a side wall, fence, or rail at least six feet above grade, and must have a ladder that can be tilted up and locked or removed to block access when unattended. Under the Ohio Building/Residential Code (Section 3109.4.1.9), where the pool wall itself is the barrier, the ladder or steps must be secured, locked, or removable, or surrounded by a compliant barrier. Enforcement is by the city or township building department.
Leaving an above-ground pool ladder in place and unsecured violates the barrier requirement and creates attractive-nuisance liability; the building department can order correction and fine the owner.
