Above-ground pools over 24 inches deep require Hillsborough building permit and full FL 515 barrier compliance. Removable ladders alone are NOT sufficient barrier.
Above-ground pools follow same FL 515 rules as in-ground. If pool wall is 48+ inches on outside and ladder is removable and locked when not in use, the pool wall itself may serve as the barrier. If wall is under 48 inches, a separate compliant barrier is required. Permit fee approximately 175 for above-ground installations. Electrical bonding required. Setback minimums 5 feet from property lines.
Unpermitted above-ground pool: triple permit fee plus 500. Ladder left in place unlocked: FL 515 violation.
