Retailers must verify ID for any buyer reasonably appearing younger than 27. Sale, gift, or furnishing to a person under 21 is a misdemeanor. Local governments may add licensing requirements but Michigan has no statewide flavor ban.
Retailer civil fines start at $100 for a first violation and escalate to $500+ for repeats within a 12-month window, plus possible suspension of Tobacco Products Tax Act licenses. Furnishing to a minor is a misdemeanor under MCL §722.641.
