RI requires both a state-issued tobacco-products license (administered by the RI Division of Taxation) and a separate license for selling flavored electronic-nicotine-delivery products. Under RI's flavored-vape rule, flavored e-liquids beyond tobacco and menthol are restricted to specialty adult-only stores meeting age-gating requirements; convenience stores and gas stations may sell only tobacco-flavored vape. Providence retailers must also comply with city zoning if they qualify as smoke-shops under Chapter 35. Online sales to RI consumers must verify age via third-party verification, and shipments require adult-signature delivery. Self-service displays are prohibited.
