Westchester County does not collect residential trash. Each of 45 municipalities operates its own collection or contracts with private haulers. County operates a Materials Recovery Facility (MRF) and Waste-to-Energy plant in Peekskill (RESCO/Wheelabrator).
Westchester County Solid Waste Commission oversees countywide solid waste management under the 1986 Solid Waste Management Plan. Participating municipalities deliver MSW to the Charles Point Resource Recovery Facility in Peekskill. Recycling is mandatory countywide under Laws of Westchester County Ch. 825 (Source Separation Law).
