Unlike California (SB 1383), Vermont, or Washington state, Arizona imposes no mandate to separate food scraps or yard waste from trash. The Arizona Department of Environmental Quality regulates landfills under ARS Title 49 but does not require organics diversion. Maricopa County operates the SR-85 and Butterfield landfills without source-separation rules. Phoenix runs an opt-in residential green-organics cart program for $5 monthly under city code Chapter 27. Mesa, Tempe, and Scottsdale offer green-waste pickup. Commercial generators face no mandatory food-waste rules. The Maricopa County Air Quality Department restricts open burning of yard waste under Rule 314. Composting at home is allowed but not required.
No penalty applies to mixing food waste with trash. Illegal dumping of organics violates ARS 13-1603 (Class 2 misdemeanor, four months jail and $750 fine). Open burning violates MCAQD Rule 314 with fines up to $10,000 per day.
