MPRB has exclusive jurisdiction over boulevard and park trees under the City Charter. Removing, pruning, or topping a boulevard tree without an MPRB permit is unlawful. Private trees on owner-occupied residential lots may be removed without permit, except where Title 16 land-disturbance, shoreland overlay, or Mississippi River Critical Area rules apply. Development projects disturbing land trigger tree-preservation review by CPED. Diseased Dutch elm or emerald-ash-borer trees must be reported and may be removed under MPRB direction.
