San Francisco's Urban Forestry Ordinance (Public Works Code Article 16) requires permits for the removal of street trees and significant trees on private property. The Bureau of Urban Forestry (BUF) within DPW reviews all tree removal requests.
Street trees (in the public right-of-way) cannot be removed without a permit from BUF. Private property trees with a trunk diameter of 12 inches or more at breast height (DBH) generally require a permit for removal. The Planning Department also reviews tree removal as part of building permit applications. Replacement planting is typically required at a ratio determined by the reviewing agency. Protected species and landmark trees have additional protections. Development projects must include a tree survey and protection plan.
Removing a protected tree without a permit can result in fines up to $10,000 per tree and mandatory replacement planting at a higher ratio. Criminal prosecution is possible for willful violations.
