Built-in outdoor kitchens in San Francisco require building permits whenever the project includes new electrical, plumbing, gas piping, or a fixed structure under SF Building Code Section 106A and DBI Information Sheet G-15. A drop-in BBQ on a movable cart requires no permit; a permanent built-in island with gas service does.
SFBC 106A requires a building permit for any structural alteration, gas-line extension, plumbing fixture, or electrical circuit. Outdoor kitchen islands typically trigger three permits at DBI: a building permit for the structure, a plumbing permit (SFPC 106) for water and gas piping, and an electrical permit (SFEC 89.108) for outlets and lighting. Gas lines must be installed by a licensed plumbing or gas-fitting contractor and pressure-tested before backfill per SFPC 1209.5. Outdoor kitchens within 3 feet of a property line need to comply with SFBC Table 705A.5 fire-separation distance rules; combustible roofs over an outdoor kitchen require Class A roofing. Planning Department review is triggered if the structure encroaches into required rear yards (Planning Code 134), exceeds the 12-foot accessory-structure height limit (Planning Code 136(c)(25)), or is in a Historic District. SFPUC backflow prevention is required when connecting a sink to potable water.
Unpermitted construction draws a 9x penalty under SFBC Table 1A-K (nine times the standard permit fee). DBI issues a Notice of Violation, can require removal of unpermitted gas/electrical work, and the NOV is recorded against title. Operating a gas line without final inspection is a fire-code violation referred to SFFD.
