Under NYC Admin Code Section 28-105.1, work that includes gas piping, electrical wiring, or plumbing requires a DOB permit, regardless of whether the work is indoors or outdoors. Gas piping for an outdoor grill must be installed by a NYC-licensed Master Plumber under Section 28-408 and inspected by DOB. Electrical work for outdoor circuits must be performed by a NYC-licensed Master Electrician under Section 28-407 and filed with DOB's Electrical Section. A standalone, non-utility BBQ island is generally exempt under FC 307.5 in one- and two-family homes only, but any utility connection makes it subject to full DOB permitting. In a multi-family building, even an outdoor kitchen on a private terrace requires building owner approval and DOB filing.
