Sioux City does not require a permit to remove a healthy tree from private property. Permits and approvals only apply to trees in the public right-of-way, parkway, or city parks, which are managed by Field Services under SCMC Chapters 8.56 and 17.40.
The Sioux City Municipal Code does not contain a private-property tree-removal permit chapter. Title 25 Zoning has landscape standards in sections 25.05.090, 25.05.100, and 25.05.120 for new development, but those apply only at the time of platting or site plan approval. Once a tree is established on a private lot, SCMC Chapter 8.56 governs only dangerous, dead, or diseased trees as nuisances. Field Services controls planting and removal of street trees in the parkway under SCMC Chapter 17.40, and the abutting owner cannot remove a parkway tree without coordinating with Field Services because Iowa Code 364.12(2)(c) keeps the city responsible for diseased trees and dead wood in the right-of-way.
Removing a parkway or park tree without Field Services authorization is a municipal infraction under SCMC 1.04.100, and Iowa Code 364.12(2) lets the city recover replacement costs. Damage during development violates the Title 25 plan.
