Approved regulated tree removals require inch-for-inch replacement or payment into the Tree Protection Trust Fund under Ch. 656 Part 12.
Standard mitigation: 1:1 inch replacement for regulated trees; 2:1 to 3:1 for larger and specimen trees; 3:1 to 4:1 for heritage trees. Replacement trees must be from the city's approved species list (Florida natives preferred), minimum 2-inch DBH. If replacement on-site is not feasible, applicants pay into the Tree Protection Trust Fund at the city's established per-inch rate. Trust Fund dollars support public tree planting throughout Duval County.
Failure to plant approved replacements within 6 months: Trust Fund payment enforced. Planting non-approved species: replacement required at owner's cost.
