Once the plan is approved and built, the property owner must maintain it. Trees removed from an approved landscape plan must be replaced in kind to keep the certificate of occupancy. KMC has no general 1:1 or 2:1 replacement ratio for private trees outside a landscape plan. Trees the city removes from the public ROW are replaced by the city through its tree program with the Mid-Columbia Community Forestry Council. Washington DNR runs state-level urban forestry grant funding under Title 76 RCW.
Failure to maintain or replace trees on an approved KMC 18.21 landscape plan is a zoning violation that can block CO renewal or trigger code enforcement. ROW tree damage is enforced under KMC Title 5 with replacement cost recovery against the responsible party.
