Kennewick does not have a private-property tree removal permit chapter. Permits and approvals only apply to trees in the public right-of-way (KMC Title 5), trees inside an approved KMC 18.21 landscape plan, and trees in a KMC 18.58 critical area.
The Kennewick Municipal Code does not contain a city-wide private tree removal permit program comparable to Seattle SMC 25.11 or Spokane SMC 12.02.0805. KMC 18.21 (Landscaping) sets landscape standards at the time of site plan or subdivision approval and requires the landscape plan to be installed and maintained; removing a tree placed under that plan effectively breaks the approval. KMC 18.58 governs critical areas and limits clearing inside shoreline, riparian, and steep-slope zones. KMC Title 5 (Streets and Public Ways) requires a right-of-way permit and bonded contractor for any cutting in the ROW. RCW 76.09 (Forest Practices Act) is generally pre-empted inside city limits for single-family residential parcels. No SEPA threshold review attaches to routine residential tree removal.
Cutting a parkway or ROW tree without a Title 5 permit is enforceable as a code violation with cost recovery. Removing a tree from an approved 18.21 landscape plan can block certificates of occupancy. Cutting in a 18.58 critical area without review can trigger SEPA restoration orders.
