Volusia County LDC Chapter 72, Article III mandates replacement planting for permitted tree removals on a sliding scale: 1:1 for standard trees under 12-inch DBH, 2:1 for 12 to 24 inch trees, 3:1 for specimen 24+ inch trees, and 4:1 for heritage species. Replacement trees must meet minimum Florida Grades and Standards #1 quality with 2-inch caliper and 10 ft height at planting. Approved species lists favor Florida natives: live oak, laurel oak, southern magnolia, red maple, bald cypress, sabal palm, slash pine, red cedar, and dahoon holly. Invasive exotics (Brazilian pepper, Chinese tallow, camphor tree, melaleuca) prohibited per FL §581.091. Trees must be planted on-site when space allows; otherwise a fee-in-lieu of $250 to $500 per replacement tree funds the county Tree Preservation Trust Fund used for public planting along Halifax River, Mosquito Lagoon, and beach dune restoration. Failure to replace: $250 to $1,000 per tree plus required planting. Fee-in-lieu non-payment creates a lien on property under FL §162.09. Planting non-approved or invasive species voids replacement credit and requires re-planting.
