Volusia County LDC Chapter 72, Article III mandates replacement planting for permitted tree removals on a sliding scale: 1:1 for standard trees under 12-inch DBH, 2:1 for 12 to 24 inch trees, 3:1 for specimen 24+ inch trees, and 4:1 for heritage species. Replacement trees must meet minimum Florida Grades and Standards #1 quality with 2-inch caliper and 10 ft height at planting. Approved species lists favor Florida natives: live oak, laurel oak, southern magnolia, red maple, bald cypress, sabal palm, slash pine, red cedar, and dahoon holly.
