Wilmington does not operate a residential purple-pipe recycled water system, but Delaware permits limited reclaimed-water reuse for irrigation and industrial purposes through DNREC under specific permit conditions.
Unlike water-stressed western cities, Wilmington has no separate purple-pipe distribution system delivering reclaimed water to homes. Delaware's water reuse framework, administered by DNREC under Title 7, allows treated wastewater for irrigation of golf courses, ball fields, and certain industrial cooling applications under permit. Residential use of recycled water is uncommon and generally limited to greywater systems regulated by the state plumbing code. Rainwater harvesting for non-potable uses is allowed and encouraged. Wilmington's wastewater treatment outflow generally discharges to the Delaware River rather than being recycled locally.
Unpermitted reclaimed-water connections, cross-connections to potable lines, or unsafe greywater plumbing violate state plumbing and DNREC permit rules.
