LAMC Β§121.04(d) requires new commercial developments larger than 5 acres, and projects sited near an existing recycled-water main, to install purple-pipe dual plumbing for irrigation, cooling, and approved non-potable uses. The LADWP Recycled Water Master Plan identifies expansion corridors.
Under LAMC Β§121.04(d), the LA Department of Building and Safety conditions building permits on installation of dual purple-pipe plumbing for any new commercial or industrial project on parcels of 5 acres or more, and any project located within reach of a planned or existing LADWP recycled-water main. The purple system serves landscape irrigation, cooling tower makeup, decorative fountains, and toilet flushing where allowed. The LADWP Recycled Water Master Plan maps current and planned distribution and identifies priority connection zones. Cross-connection prevention testing and an annual certified backflow assembly inspection under LAMC Β§64.41 are mandatory for every recycled-water service.
Failing to install purple-pipe dual plumbing where required violates LAMC Β§121.04(d) and blocks certificate of occupancy. Cross-connection failures under LAMC Β§64.41 trigger immediate water-service shutoff plus fines up to 1,000 dollars per day until corrected.
