Eligible Mesa Utilities water customers can apply before removing live turf and receive a per-square-foot rebate after installing approved low-water plants and inert ground cover. Artificial turf is generally not rebate-eligible. Pre-inspection and post-inspection are required, and the new landscape must meet plant density and irrigation efficiency standards. The program parallels SRP's regional efforts and is funded by water rates rather than the general fund. Caps apply per address and per year; HOAs may have separate approval requirements under their CC&Rs.
Removing turf without pre-approval voids the rebate. Falsifying square footage or installing non-compliant landscape leads to rebate clawback and ineligibility for future rebates.
