The customer must submit proof of repair (plumber invoice or receipts) and the adjustment is calculated against historical average use. Visible leaks like running toilets and dripping faucets do not qualify. Public main breaks should be reported to Mesa Utilities 24-hour dispatch; the city repairs from the meter to the main while the customer is responsible from the meter to the home.
Failing to repair a known leak that causes overspray, sidewalk icing, or street damage may trigger a Code Compliance citation under water waste rules.
