Minneapolis and Hennepin County partner with the Metropolitan Council and watershed districts to offer rebates and cost-share programs for replacing turf with native plantings, raingardens, and pollinator habitat.
The Lawns to Legumes program (Minnesota Board of Water and Soil Resources) and Hennepin County Cost Share fund residential conversions of turf to native, drought-tolerant landscapes. Minneapolis-area watershed districts (Mississippi Watershed Management Organization, Minnehaha Creek Watershed District) add raingarden and shoreline-buffer rebates. The Climate Equity Plan endorses these conversions to reduce stormwater, irrigation demand, and heat. Boulevard plantings must follow MPRB and Public Works rules limiting height and species near sightlines and utilities.
Program is incentive-based; no penalties for non-participation. Non-conforming boulevard plantings can be removed by Public Works under right-of-way rules.
