The Aurora Unified Development Ordinance, adopted in 2018 as Chapter 146, consolidates zoning, subdivision, and design standards into a single code, with overlay districts and area plans guiding original Aurora, the Anschutz campus, and east-side growth corridors.
The UDO replaced multiple legacy ordinances and introduced form-based elements, mixed-use districts, and updated parking, landscaping, and signage standards. Overlay zones address airport influence around the former Stapleton and Buckley operations, historic original Aurora, and the Anschutz Medical Campus. Area plans for Colfax, Aerotropolis east of E-470, and Northwest Aurora steer infill priorities. Amendments are made periodically by City Council. Project review occurs through Planning and Development Services with neighborhood notice and Planning Commission hearings for major actions.
Building or operating without required UDO compliance can result in stop-work orders, daily fines, and permit revocation. Penalty levels depend on the violation type and history of the property.
