Plan Tucson is the city's voter-ratified general plan adopted under Arizona Revised Statutes Title 9 Chapter 4, guiding zoning decisions through area plans, neighborhood plans, and the Unified Development Code overlay districts.
Required under ARS Title 9 Chapter 4 Article 6, Plan Tucson 2013 was approved by Tucson voters and is updated on a regular cycle with another comprehensive update underway. It establishes growth, environment, opportunity, and engagement focus areas. Below it sit dozens of adopted area and neighborhood plans, plus subregional plans such as Houghton, Rio Nuevo, and Downtown plans. UDC rezonings must be consistent with Plan Tucson and applicable subplans, and major amendments require supermajority Mayor and Council approval and additional public notice.
Plan Tucson does not impose property-level fines. Rezonings inconsistent with the plan can be denied or appealed; non-conforming construction faces UDC enforcement and stop-work orders.
