Indianapolis encourages transit-oriented development along IndyGo's Red, Purple, and Blue Bus Rapid Transit lines through TOD overlay zoning, density bonuses, and reduced parking minimums adopted under the Marion County Consolidated Zoning Ordinance.
When the Red Line opened in 2019, the Department of Metropolitan Development partnered with IndyGo to write TOD overlay districts adopted in 2018 (Ord. 38-2018) along Meridian, College, and Shelby corridors. The overlay reduces parking minimums up to 50%, permits mixed-use buildings up to four stories by right, and offers density bonuses for affordable housing. The Purple Line (38th Street) opened in 2024 and the Blue Line (Washington Street) is under construction. Petitions in TOD overlays must include pedestrian connectivity, ground-floor activation, and bicycle parking under Sec. 731-300 series standards.
Construction within TOD overlays that fails to meet ground-floor activation, parking maximums, or pedestrian standards faces certificate-of-occupancy denial and Ch. 731 enforcement up to $2,500 per day until corrected.
