Pittsburgh does not impose municipal development impact fees on residential ADUs. Pennsylvania's Municipalities Planning Code Section 503-A authorizes impact fees only for transportation improvements, and Pittsburgh has not enacted any. PLI permit fees are scaled to construction value. Pittsburgh Water and Sewer Authority (PWSA) tap fees apply only if new water/sewer service is needed.
Pennsylvania MPC Section 503-A (53 P.S. 10503-A) authorizes municipalities to enact transportation impact fees but Pittsburgh has not adopted any. Unlike Arizona or California, Pittsburgh charges no school, park, fire, or library impact fees. The Allegheny County Sanitary Authority (ALCOSAN) treats wastewater regionally and does not charge per-unit ADU impact fees. Standard PLI fees: building permit scaled to construction value (typically $7-$12 per $1,000 of value), zoning compliance review ($150-$400), separate trade permits for electrical, plumbing, and mechanical (typically $100-$400 each). Pittsburgh Water and Sewer Authority (PWSA) tap fees apply only if a new water service tap or sewer lateral is required - typically $3,000-$8,000 if needed. ADUs sharing the existing house service avoid PWSA capacity charges. Historic Review Commission application fees add $100-$300. Pennsylvania does not authorize municipal school impact fees. Allegheny County property tax reassessment applies after construction.
Failure to pay permit fees prevents permit issuance and inspection scheduling. Tapping into water or sewer without authorization violates PWSA Rate Schedule and triggers fines plus disconnection. Bypassing permits triggers back-permit fees with double-fee penalties under Title 1006.
