Building an ADU without permits violates City Code Title 15 (Building) and Chapter 16 (Zoning), enforced by Code Compliance through stop-work orders, administrative citations, and abatement under Ch. 7 (Nuisances). After-the-fact permits typically carry investigation fees equal to the permit fee under the California Building Code. Persistent noncompliance can trigger receivership under Cal.
