Odessa adopted a Carport Overlay Zone (Ordinance 2024-17) allowing residential carports closer to property lines than baseline zoning. Within the overlay, carports must sit at least 5 feet from the front property line, 10 feet from back of curb, and 3 feet from interior side lines. Carports must architecturally match the principal dwelling.
The Carport Overlay Zone applies in the area shown on Exhibit A of Ordinance 2024-17. Required setbacks: front 5 ft from the property line and 10 ft from back of curb (or street edge if no curb), interior side 3 ft, and 6 ft separation from the principal dwelling if detached. A 20 ft by 20 ft sight triangle on corner lots must remain clear, and no portion may sit in an easement. Roof height may not exceed the principal dwelling's roof height, and eave height may not exceed the dwelling's eave height (or half the abutting wall height on multi-story homes). A minimum 7 ft of vertical clearance under the roof must remain unobstructed except for support posts up to 24 inches wide. Parking surfaces must be concrete or asphalt extending to the street edge. Roof color must match the principal dwelling's roof; posts must match a dwelling color; roof pitch and material should resemble the main house. Outside the overlay, baseline zoning setbacks apply, including a 5 ft rear setback for accessory buildings unless an alley or 20 ft easement abuts the rear.
Carports built without complying with the overlay setbacks, height, materials, or architectural matching requirements may be cited by Code Enforcement and ordered modified or removed. A building permit through the Odessa Building Inspection Department is required before construction.
