Building permits run through the Sacramento County Building Permits and Inspection Division (planning.saccounty.gov). RV occupancy on residential lots is limited and cannot serve as a permanent dwelling without a permit.
Occupying a tiny home on wheels as a residence in unincorporated Vineyard outside a licensed park violates Sacramento County Zoning and Building Codes and may trigger code-enforcement citations, daily-accruing fines, and an order to vacate.
