Tiny homes on permanent foundations are regulated as ADUs under Gov Code 65852.2. Tiny homes on wheels (THOW) are regulated as recreational vehicles and cannot be used as permanent dwellings.
California classifies tiny homes in two categories. A tiny home on a permanent foundation is treated as a dwelling unit and typically an ADU under Gov Code 65852.2, subject to building code, FEMA flood elevation, and zoning setbacks. A tiny home on wheels (THOW) is a recreational vehicle under Health and Safety Code 18010 and generally cannot be occupied as a primary residence on residential lots. Isleton does not have a THOW-specific ordinance. Movable tiny houses meeting CALGreen and ANSI A119.5 may in some cities be allowed as a JADU with local authorization. Because Isleton lies entirely in FEMA Zone AE, any permanent tiny home still faces flood-elevation requirements.
