Alhambra has no standalone 'hoarding' statute; it relies on adopted L.A. County Title 10. Pet limits (2 dogs per Municipal Code 7.20.120; 5 cats per County Code 10.20.038) cap household animals, and County Code 10.40.010 requires humane care. Keeping more animals than can be properly cared for triggers enforcement and possible impoundment.
Like most California cities, Alhambra does not have a separately titled animal-hoarding ordinance; hoarding situations are addressed through the combination of pet-limit rules, animal facility licensing, animal-care standards, and cruelty law in the adopted Los Angeles County Code Title 10 (Municipal Code Chapter 7.04). The practical first line is the numeric limit: Alhambra caps households at two domestic dogs (Municipal Code 7.20.120), and County Code 10.20.038 caps cats at five per residence (kept primarily indoors); exceeding those numbers without an animal facility license is itself a violation. County Code 10.40.010 then requires that any person who owns an animal provide structurally sound, clean, sanitary housing; sufficient food and potable water; grooming and sanitation to control odors and disease; and that animals 'may not be neglected, teased, abused, mistreated, annoyed, tormented, or in any manner made to suffer,' with violations being misdemeanors. Section 10.40.065 (Animal Nuisance) and the broader animal-care chapter give L.A. County Animal Care and Control authority to inspect, abate, and impound where animals are kept in unsanitary or overcrowded conditions. Severe cases also fall under California Penal Code Section 597 (cruelty to animals), which can be charged as a misdemeanor or felony. Residents who suspect hoarding or neglect should report it to L.A. County Animal Care and Control rather than intervene directly.
Keeping animals beyond the dog/cat limits without a license, or in unsanitary or neglectful conditions, violates County Code 10.20.038 and 10.40.010 (misdemeanors) and can lead to impoundment. Cruelty cases may be prosecuted under California Penal Code 597.
