A person cited as a Nuisance/Reckless Owner (an owner with prior violations and unpaid fees, or who fails to comply with dangerous-dog rules) is ordered under Sec. 3-29 to surrender all of his or her dogs and cats and to refrain from owning, keeping, or harboring animals. Inhumane or cruel treatment is prohibited by Sec. 3-18, and Animal Control officers may enter and seize animals kept in dangerous conditions (Sec. 3-23). The dog-count limits of Sec. 3-26 (three or two by zoning) and the wild/exotic ban of Sec. 3-17 further constrain accumulation. Severe cruelty and neglect are prosecuted under North Carolina's animal-cruelty statute (NCGS 14-360). Report suspected hoarding or neglect to Cumberland County Animal Services.
