LFUCG limits the number of dogs and cats per household and authorizes Lexington Animal Care & Control to investigate hoarding complaints under Chapter 4 of the Code of Ordinances.
Chapter 4 of the LFUCG Code restricts the number of dogs and cats kept on residential property and empowers Lexington Animal Care & Control (LACC) officers to inspect when neighbors report excessive animals, odor, or unsanitary conditions. Hoarding cases often trigger code enforcement, public health, and Fayette County Attorney involvement. Animals seized are housed at LACC pending court disposition. Owners may face misdemeanor cruelty charges under KRS 525.130 if conditions endanger animal welfare. LFUCG works with mental health providers in chronic cases.
Civil citations and impoundment fees from LACC; criminal animal cruelty charges under KRS 525.130 may apply for severe neglect.
