Ohio does not use the word 'hoarding' by statute, but ORC 959.131 protects companion animals (dogs, cats, and household pets) from cruelty and neglect. It bars knowingly committing an act of cruelty and, for owners and custodians, depriving animals of sufficient wholesome food and water or adequate shelter from severe weather. Chronic overcrowding that leaves animals sick, starving, or living in filth is prosecuted under this law. In Lorain County, enforcement is shared by the Dog Warden's Office, county humane agents, and local police, who can seize the animals. Repeat or aggravated companion-animal cruelty can be charged as a felony.
Companion-animal cruelty is a first-degree misdemeanor and, for aggravated or repeat offenses, a fifth-degree felony under ORC 959.99, with seizure of the animals.
