Hennepin County does not directly regulate beekeeping, but cities including Minneapolis, Bloomington, and Edina permit hobby beekeeping with hive caps, registration, and setback rules. The Minnesota Pollinator Plan encourages residential apiaries.
Most Hennepin County cities allow hobby beekeeping in residential zones with a city permit. Minneapolis Title 4 Chapter 71 allows up to two hives on a typical lot with neighbor-notice and setback rules; Bloomington and Edina cap hives by lot size and require flyway barriers. Beekeepers must register colonies with the Minnesota Department of Agriculture under Minn. Stat. 19.51 and follow MDA inspection rules. Hennepin County supports the statewide Lawns to Legumes program that funds pollinator habitat on private property, including Hennepin residents.
Operating an unregistered apiary, exceeding city hive caps, or failing to provide flyway barriers can lead to city citations and orders to relocate hives, with fines typically in the 100 to 500 dollar range per offense.
