Minneapolis allows residential beekeeping with an Animal Care and Control permit and state apiary registration under MN Statutes 17.60. Hive counts depend on lot size, and setbacks or flyway barriers are required.
Under Minneapolis Code of Ordinances Chapter 70 and the Minnesota apiary statute at Minnesota Statutes Chapter 17.60, residents may keep honeybees with a beekeeping permit issued by Minneapolis Animal Care and Control. Permit applicants must notify property owners within 100 feet and obtain written consent from at least 80 percent, similar to chicken permits. Lots under 5,000 square feet may have two hives, lots 5,000 to 10,000 square feet up to four hives, and larger lots up to eight hives. Hives must be set back at least 10 feet from the neighbor property line, or closer if a 6 foot flyway barrier (fence, hedge, or building wall) is placed between the hive and the neighbor so bees fly above head height. A fresh water source must be provided on the beekeeper property. The beekeeper must also register the apiary annually with the Minnesota Department of Agriculture under Chapter 17.60. Aggressive colonies must be requeened promptly. Honey sales direct from the hive fall under the Minnesota Pickle Bill and cottage food rules. Violations can result in permit revocation and hive removal.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Minneapolis code enforcement directly for current fines, enforcement procedures, and hearing options.
