Minneapolis, MN Animal Ordinances: Veterinary Clinic Zoning (2026)

Chapter 545 of the zoning code lists "veterinary clinic" under General Retail Sales and Services, permitted ("P") in most zoning districts and subject to gross-floor-area caps of 5,000–10,000 square feet in several commercial and mixed-use districts. Minneapolis Code of Ordinances § 545.210(f)(11) layers a specific use standard on top of that permission: all activity connected with the clinic must occur inside a completely enclosed building with soundproofing and odor control, and outdoor kennels are prohibited entirely. Because the use is listed as "P" rather than "C" in most districts, an operator obtains a standard zoning permit under Chapter 525 rather than a conditional use permit, but must still meet the enclosure standard.
