Under Minneapolis Code of Ordinances Chapter 64.110, every dog off the owner property must be on a physical leash no more than 6 feet long and under the control of a person able to manage the animal. Retractable leashes are allowed only when locked to 6 feet or shorter. Off-leash activity is permitted only in fenced private yards and in dog parks operated by the Minneapolis Park and Recreation Board such as Minnehaha, Lake of the Isles, Loring Park (specified hours), Franklin Terrace, and others, where owners must still carry a leash and have an annual MPRB dog license. Dogs in boulevards, on trails, on city sidewalks, and on public streets must be leashed. Owners must clean up solid waste immediately and carry a bag. Citations start at approximately 63 dollars for an unleashed dog and rise for repeat offenses. Three unleashed-dog citations within 12 months can trigger a potentially dangerous dog review under Chapter 64.
