Beekeeping on non-agricultural zoned property in Miami-Dade County requires an executed Beekeeper's Compliance Agreement. The Florida Department of Agriculture and Consumer Services (FDACS) requires all beekeepers to register with the state and receive a unique firm number that must be permanently marked on each hive body. When bee colonies are situated within 15 feet of a property line, the beekeeper must establish and maintain a flyway barrier at least 6 feet in height consisting of a solid wall, fence, dense vegetation, or combination parallel to the property line extending beyond the colony in each direction. FDACS has authority to preempt local ordinances that prohibit beekeeping, except those adopted by HOAs or deed-restricted communities.
Failure to register with FDACS is a state violation. Non-compliant hive placement may trigger county code enforcement. HOA violations are enforced through community covenants.
