Annual registration (free, online at agriculture.ny.gov) requires reporting colony counts, county location, and intent to sell nucleus colonies or queens. Moving colonies within NY requires 10-day written notice to the commissioner unless inspected free of disease. Diseased bees (American foulbrood, varroa) must be reported. City of Poughkeepsie and City of Beacon permit urban beekeeping with 10-25 ft setbacks from property lines and water source on-site per best practice. Town of Hyde Park, Rhinebeck, Red Hook, and most towns allow beekeeping in all residential and agricultural zones without local permit. Certified farm operations under NY Ag Markets Section 301 agricultural district enjoy further preemption of local rules. Cornell Cooperative Extension Dutchess County (2715 Route 44, Millbrook, 845-677-8223) provides beekeeping education and mentors through Mid-Hudson Beekeepers Association. Selling honey under 250 pounds/year exempt from Article 20-C; above requires food-processor license. Honey sales at farmers markets require NYS sales tax ID.
