Utica Zoning Β§2-28 allows up to 4 hives on residential lots with hives 10 ft from property lines and 25 ft from neighbor dwellings; flyway barriers (6 ft fence or hedge) required within 25 ft of neighbor. Rome Code Β§28 uses similar setbacks with a 2-hive limit on lots under 10,000 sq ft. Rural agricultural-zone towns impose no numerical limits. Disease reporting (American foulbrood) mandatory to state apiarist. Commercial pollination services (Cornell Cooperative Extension Oneida) support local growers.
