Canal Winchester does not have breed-specific legislation. Ohio repealed its statewide pit bull designation under HB 14 in 2012, and the city follows behavior-based dangerous dog rules under ORC 955.11. Any breed may be designated nuisance, dangerous, or vicious based on conduct.
Canal Winchester does not have any breed-specific legislation (BSL) on its books. Ohio House Bill 14, effective May 2012, removed the automatic pit-bull-as-vicious designation from ORC 955.11 and replaced it with a behavior-based three-tier system: nuisance dog (chases or menaces without provocation), dangerous dog (caused injury without serious harm, killed another dog, or ran loose while already designated), and vicious dog (caused serious injury to a person). Designations are made by the Franklin County Dog Warden following an incident. Owners of dangerous dogs must obtain a dangerous-dog registration, carry at least $100,000 liability insurance, and confine the dog in a secure enclosure or on a leash with a muzzle in public. Canal Winchester defers to state law and county dog warden enforcement; there is no local breed ban or blanket insurance requirement for specific breeds.
Failure to control a dangerous or vicious dog is a first-degree misdemeanor under ORC 955.22, with fines up to $1,000 and jail up to 180 days. If a vicious dog causes serious injury, charges may be upgraded to a felony. Dog may be ordered destroyed.
