Dangerous wild animals including large cats, bears, primates, and constrictor snakes over 12 feet are banned from private ownership under Ohio Dangerous Wild Animal Act, ORC 935. Canal Winchester defers to state law and does not issue local permits for exotic animals.
The Ohio Dangerous Wild Animal and Restricted Snake Act (ORC Chapter 935), enacted after the 2011 Zanesville incident, prohibits private possession, sale, and breeding of listed species including lions, tigers, bears, cheetahs, hyenas, gray wolves, nonhuman primates, alligators, and crocodiles. Restricted snakes (constrictors over 12 feet and all venomous snakes) require a state-issued permit administered by the Ohio Department of Agriculture. Canal Winchester has no separate local exotic animal ordinance and relies on state enforcement through ODA and the county dog warden. Non-restricted exotic pets such as ferrets, reptiles under the size threshold, and most birds are allowed subject to general nuisance and cruelty statutes (ORC 959.02).
Illegal possession of a dangerous wild animal is a first-degree misdemeanor for first offense (up to $1,000 fine and 180 days jail) and a fifth-degree felony for subsequent offenses under ORC 935.99. Animal may be seized by ODA and housed at state expense charged to owner.
