Full Breakdown

Ohio Revised Code 4513.221 requires all motor vehicles to be equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise. Muffler cutouts, bypasses, and straight pipes on public roads are prohibited statewide. Canal Winchester adopts Ohio Traffic Code by reference in its codified ordinances and the Canal Winchester Division of Police enforces vehicle noise primarily during traffic stops. Loud stereos audible from 50 feet or more may be cited under disorderly-conduct or local noise-nuisance provisions, and horn abuse (non-warning use) violates ORC 4513.22. Officers do not typically use decibel meters; citations are based on plainly audible standards.

Violations & Fines

Minor misdemeanor for first muffler/exhaust violation under ORC 4513.221, fine up to $150 plus court costs. Repeat offenses within one year may be charged as fourth-degree misdemeanor with fines up to $250. Equipment may be ordered corrected before vehicle is returned to road.
