Before 2012, Ohio law defined any pit-bull-type dog as 'vicious' by breed. House Bill 14 (2012) removed breed from the definition, replacing it with a breed-neutral, behavior-based system: nuisance, dangerous, and vicious dogs are now designated by conduct under ORC 955.11 and 955.22, and owners can appeal a warden's classification. Butler County does not add a breed ban. Individual Ohio municipalities can still enact breed-specific ordinances by home rule, so verify your city's code; the county and townships generally do not.
There is no breed-based offense. Penalties attach only when a dog is adjudicated a nuisance, dangerous, or vicious dog and the owner fails the confinement or insurance duties in ORC 955.22.
