Pennsylvania allows municipalities to regulate dangerous dogs under 3 P.S. Β§459-502-A (behavior-based, not breed-based). Some smaller Allegheny boroughs retained pit-bull or Rottweiler restrictions in older codes; most have not been amended since the 1990s and are rarely enforced. Pittsburgh does not have BSL. Home Rule municipalities have broader authority but typically avoid BSL due to legal exposure. Landlords and HOAs may still restrict breeds privately.
