The Pennsylvania Dog Law prohibits breed-specific ordinances: 3 P.S. §459-507-A states that dangerous-dog rules may not be construed to permit municipalities to regulate dogs based on breed. Instead, an individual dog is regulated by behavior — a magisterial district judge can declare any dog 'dangerous' if it inflicted severe injury without provocation, killed a domestic animal off the owner's property, or attacked a person (3 P.S. §459-502-A). Dangerous-dog registration, confinement, and insurance requirements then apply.
Failing to comply with dangerous-dog controls (secure enclosure, muzzle/leash, $50,000 insurance) is a misdemeanor; the dog may be confiscated and euthanized.
